A local production house can source cameras and crew. Not all of them read PM 37/2020 — which is where retrofitting compliance days before a shoot begins.

What happens across the production

It starts at the first location list, not at the permit form. By the time boards lock, every aerial beat already has a legal route or a named alternative.

    Location mapping

    Each shot tested against KKOP, controlled airspace, coastal protection, turtle nesting restrictions, and village or temple jurisdictions.

    Filing

    DGCA/DKPPU submissions 14 working days before flight, AirNav risk coordination, and Flight Security Clearance via SMS-FSC for sensitive areas.

  3. 03

    Shoot days

    A bilingual on-site coordinator tracks the permit windows, talks to the AOC operator, and adjusts the shot list in real time when airspace or weather moves.

    After wrap

    Authorities may ask for flight logs or visual proof of compliance. These are collated and submitted through the same written channels used for the approvals.

Campaign timelines usually allocate three to five weeks so that office approvals and local cultural permissions can run in parallel rather than end to end.

What a translator is actually worth

Key documents and briefings from DGCA, AirNav, the airport authority and local government arrive in Indonesian, and regulators cite specific articles of UU No. 1/2009 or raise KKOP constraints verbally on a coordination call. An English-only production hears an outcome, not the condition attached to it.

In mid-2025 a European series came close to resubmitting its whole concept. The first response from Jakarta read as a rejection. Translated properly, it was a conditional approval that needed altitude and buffer adjustments — a week of schedule saved by reading one letter correctly.

On set the same person relays instructions from the AOC operator and changes pilot behaviour when nearby traffic moves — a helicopter, an emergency flight. That is the difference between an avoidable infringement and a normal shooting day.

Fashion and tourism want sunrise beaches, cliffs and resort rooftops — which is most of the airspace that is hardest to clear. The workflow differs by genre because the obstacles do.

    Legal aerials near Tanah Lot, Canggu and Uluwatu by holding below 400 ft outside KKOP and adding written approvals where customary rules apply.

    Boards, budgets and schedules built around what can legally fly, with a second version costed before lock-off.

    Repeated dawn flights near — but not inside — the 15 km airport zone, filed as a chain rather than as separate requests.

When the hero shot cannot fly

The answer is rarely "no". It is usually a different tool, costed before lock-off rather than discovered on the tech scout.
